                Delegates Marcum and Folk move to amend the bill on page 1, lines two and three of the enacting section, by striking out the enacting section, and inserting in lieu thereof, the following:

                “That §18-28-3 of the Code of West Virginia, 1931, as amended, be repealed.”

And,

                The remainder of the bill be stricken accordingly.
